Error "Driver IRQL not less or equal " after Windows update

This morning I loaded the latest Windows XP update and now I cannot
boot without getting the BSOD with the message "Driver IRQL not less
or equal". My system then shuts down and is in a pertetual reboot
mode. I cannot get to scandisk or system restore or any other tool
because it is rebooting before Windows is fully operational. Help!!!!
