Error Deleting File or Folder

I am having the exact same problem described here:

My recycle bin is perpetually "full" with one file. The file shows up
in the bin as "New Folder", but when I try to empty the bin I get:

I've tried safe mode and it made no difference.

Any ideas?

I installed Unlocker. How do I tell it to nuke what's already in the
recycle bin?
