No more connections can be made to this remote computer at
this time because there are already as amny connections as
the computer can accept.

I have 45 licenses for TS and Windows 2000 but only 25
users are connecting. Is there something i can change to
allow more users to connect?

Have you checked if there is a limit set on the rdp-tcp connection?
Is there anything in the EventLog?

This is the error in the event viewer

License usage for product SMBServer 5.0 is nearing the maximum number of per server licenses purchased. Consult License Manager from the Administrative Tools folder for more information.

I am not using SMBServer that i know of. I have 45 license for windows 2000 set in per server mode. I have unlimited connections set on the RDP-tcp connector.

Are other connections taking up your Windows CALs? If there are
shared folders on the server, for example, each user connection to
that takes up a Windows CAL too.
If you are sure that you have enough Windows 2000 server CALs, then
you could changing the licensing mode to per seat. This will solve
the problem.
