Error codes 4 and 14

I'm getting either an error code 4 or an error code 14
when I'm trying to install XP home edition (clean
install). Even tried to down load win98. HArd drive will
partion and down load files but it won't install. In
Win98 it goes to the point of the windos logo coming on
but then reboots and loops the same thing over and over?
Any idea's? I've been told everything from power supply
to hard drive failure, to motherboard issue.
 
Try to boot the computer in safe mode(Tap f8 when you start computer) and if you are able to boot the computer in safe mode.Do msconfig (Click on start --run --Type msconfig--click on ok).On general screen choose selective startup and un check each and every option below to selective startup.Disable each and every device from device manager.And if you are able to boot the computer in normal mode.Try to recheck the option in msconfig and try to enable devices one by one.You will get the culprit

The system will not boot in any mode. The best I can do is start it up and then watch it as it loops from beginning to windows logo (but not full start up) and back to boot up.
