error code: OX80070002

found the error so called fix and it says to delete certain
keys in regedt32.exe:
hkey_users\.default\software\microsoft\crytography\providers
well the crytography doesn't exist and the other
hkey_users\s-1-5-20\ don't either.
What to do now?
Any ideas will be helpful!!!!!

Post the entire error message. There must have been more than this code.

First, be sure your antivirus software has the latest definitions and run a
virus scan.

Second, download, install and run Ad Aware:
www.lavasoftusa.com
Note: you should always be well backed up before running an application of
this type.

If your system is clear of viruses, open Control Panel, open System, go to
the Advanced tab, click Settings under Startup and Recovery, remove the
check from "Automatically Restart" under System Failure. This will cause
the system to blue screen instead of restarting on errors and the
information on the blue screen may give a clue as to the source of the
issue.

Open Control Panel, open Administrative Tools, open Event Viewer, look for
errors corresponding to the crash, double click the error, the information
contained within may give a clue as to the
source of the problem.

Assuming you have an XP CD and not a recovery CD, place the XP CD in the
drive, when the setup screen appears, select "Check System Compatibility,"
the report it generates may point to problem hardware or software on your
system. If you do not have an XP CD, you can download this application
known as the Upgrade Advisor from the following site:
http://www.microsoft.com/windowsxp/pro/howtobuy/upgrading/advisor.asp
Note: If you have access to a broadband connection it might be best to
download using that as this is a rather large download.

Check for the latest drivers for your hardware, especially your graphics
card and soundcard and all peripherals connected to your system. Do not use
Windows Update for this, go to the device manufacturer's web sites and if
you install updated drivers, ignore the message about drivers being unsigned
by Microsoft.
 
got this error when I tried to login after installing xp
pro the error was: License-Checking Issue after upgrade.
When I was installing from cd about 59% into coping files
got message can't copy oembios.bin and it asked if I wanted
to try again or skip file in which case windows may not run
right or press f3 to exit well I pressed skip and continue
with install. when I tried to login got message and system
logged me out!! Check out Microsoft knowledge base

Was this the error:

"Windows Activation Error - "A problem is preventing
Windows from accurately checking the license for this
computer. Error code 0x800700c1." The numbers might be different but the
error is the same.

The fix for that is as follows:
Go to start/run, and type

regsvr32.exe regwizc.dll

OK, then,

regsvr32.exe licdll.dll

Unfortunately, it may be too late for that as an aborted setup can corrupt
the previous setup, leaving you with no choice but to start over with a
clean install that wipes the drive, losing any information on that drive as
follows:
Assuming your system is set to boot from the CD-ROM drive, boot with the XP
CD in the drive. If it isn't or you are not sure, you need to enter the
system's BIOS. When you boot the system, the first screen usually has
instructions that if you wish to enter setup press a specific key, when you
see that, do so. Then you will have to navigate to the boot sequence, if
the CD-ROM drive is not first line, set it first in the boot sequence. Save
your settings and exit with the XP CD in the drive. The system will reboot.

A few screens into the boot process, if you see the message on the boot
screen to "Press any key in order to boot from the CD," do so.

After loading drivers and files, you should be taken to a screen with
the following:

To Setup Windows XP now, press ENTER.
To Repair a Windows XP Installation using Recovery Console press R.
To Quit setup without installing Windows XP, press F3.

In your case, press ENTER.

Agree to the License agreement by pressing F8.

You will then be taken to a screen with two options.

To repair the selected Windows XP installation press R.
To continue installing a fresh copy of Windows XP without repairing,
press ESC.

This will bring you to a partition map where you
can delete, create and format partitions.
Select the drive you wish to format, delete the partition, then create a new
partition, format as desired and continue with XP installation.
 
This sounds good except that this is on a brand new hard
drive and I get this error whenever I goto logon I get this
error and when I either close with the x or by clicking
close it logs me off!!
It seems like there is something in bios if that is possible?
When I install the the software at 59% it stops and I get
the message that it can't copy oembios.bin, I don't know if
this has anything to do with my problem or not and if so
could I copy that file from my personal pc and install it
on this it I go into safe mode?

If it's in the BIOS, it's not an XP issue and I don't think that's the
problem despite the name of the file. The fix I posted only applies to the
error I supplied. If it's something else, I'd need more information.

If you are installing to a fresh hard drive, are you formatting during XP
setup or are you doing it prior to installation? If you are doing it prior

ok I did what you said to do I let XP format the partition
the drive and go thru installing and again at 59% it stops

I noticed you checked the Knowledge Base Article below. Is your computer a
Dell. If yes and the information in the Knowledge Base Article did not
resolve the issue, you need to contact Dell Tech Support as this is their
issue.

Okay, don't get excited, the article makes specific mention of Dell, that's
why I asked because you made reference to this article in your first post on
the subject so I was trying to cover all bases.

Tell me about this CD. Is this a retail version of XP or a disk supplied by
HP? If the CD was supplied by HP, it's possible the CD is tied to the
system hardware or BIOS locked in such a way that it is preventing
installing this on a new hard drive. In that respect, your initial comment
about it being a BIOS related issue is partly correct but whether an update
would resolve it or not I can't be sure because it would appear to be an
issue based on how they've tied the CD to your hardware. If that is the
case, you may have to check with HP about how to resolve this. Also, have
you checked the HP website for references about this type of error?

No my system is not a Dell it is a HP!!!! And it is a brand
new Hard Drive!!

Michael the system I have is not a Dell it's an HP with
brand new hard drive!!!
 
I have also come across this error when trying to do a fresh install o
a friends computer. It is a gateway ordered off ebay and they ha
already put Windows ME on it since getting it. After partitioning an
formatting the hard drive I did a boot from CD and I experienced th
same dilema(OEMBIOS.BIN not found or missing.
On the CD in the I386 folder I found A OEMBIOS.BI_ file about 12m
and so I then burned It to a seperate disc and put the disc in th
cdrom when setup could not find it. It then read or saved the file an
now setup goes on to mentioning something about an error with ASMS.
There is a folder labeled ASMS in the I386 folder, but I am no
familiar with its purpose. Sorry but I do not have access to th
complete error message info at this time, but if anybody comes across
fix or thinks this sounds familiar I'm all ears,stuck, and in NEED O
HELP!
