First, please don't post in all capitals - it's hard to read, and is
considered shouting...

Try setting up authentication to your outgoing server on the "Outgoing
server" tab for your account. If that doesn't work, could you turn on
diagnostic logging (see
http://support.microsoft.com/default.aspx?scid=kb;en-us;Q300479) and post
the OPMLog.log file

Here's something Google truned up.

0x800CCC78: The message could not be sent because the server rejected the
sender's email address. The sender's email address was
'(e-mail address removed)'. Subject 'hnei', Account: 'Geocities',
Server: 'mail.geocities.com', Protocol: SMTP, Server Response: '550
rejected: cannot route to sender <[email protected]>', Port: 25,
Secure (SSL): No, Server Error: 550, Error Number: 0x800CCC78. The server
does not recognise the senders email address as being valid. Invalid email
address in the mail profile. Tools / Accounts / Properties / General. Check
email address is correct - whatever@something.[yourISP]. Or refer to
configuring Outlook / Outlook Express
