error:cannot find 'file name"

i keep getting windows cannot find 'file name' and when i try to download
anything from internet and then oper it i get the same message.
pls help in simple terms...i am new to all this

Windows version? IE version? Same file type failing to open?
What file locally did you try to open that fails? Have you tried others?

Run a virus scan.
 
Please explain what kind of file are you searching for in your example, give
some example with the extension letter (file.xxx)
