Error 680: There is no Dial Tone

Everytime I click on NTLWorld ICon for Internet I get
error message Error 680: There is no dial tone. I've
exhausted KB Article 326681 and My Modem is Generic
SoftK56 on COM3. My Modem is working okay in device
manager and When I clear tick box in Disable Dial Tone
Detection it does attempt to dial number but then goes
straight to an engaged tone sound?????

It doin' my right proverbial head in! - Anyone out there
got an answer to my frustrating problem?

Should I just go and buy a new modem?

I had an intermitent problem where the ISDN modem would disconnect
from the internet and got Error 680. I am using USB and BT Home
Highway. For months I changed all settings and had BT check the line
but no joy. Even did a complete format. I eventually bought a new
motherboard and that cured the problem.
