Error 30

I am experiencing a very big problem now with my office's Windows XP
computer. When I open my Outlook Express, it tells me that there's an Error:
30 problem. And when I create a new email, I can't type in the body. The
textbox is disabled. When I open internet explorer, all the textboxes on any
websites that I go disallow me to enter any input from my keyboard. I can't
even click on them. And the windows keeps prompting me to update the same
security patch after I already updated it again and again. HELP~

Reinstall Internet Explorer 6 on Windows XP:

When you're prompted for the updated system files:

Case 1: If you've installed a Service Pack (1 or 2) after you installed
Windows XP, mention the path as follows:

C:\Windows\ServicePackFiles\i386

Case 2: If you have a Windows XP Operating System CD integrated with the
latest Service Pack, simply point to the following path:

X:\i386

Where X:\ is the CD-ROM drive-letter.
