error 1406 when installing norton antivirus

I've been trying to install Norton System Works 2004, but it will not load the NAV on my system I keep getting this message " ERROR 1406 Could not write value to key HKEY_LOCAL_MACHINE\SOFTWARE\Symantec\CCPD\SuiteOwners\{635C12B5-75D4-44c3-97F1-598CA9123967}
I went to the Symantec site, tried a clean boot,tried to reinstall NAV no luck, also tried after a system recovery also no luck.

Might this situation apply? You do not have Administrative privileges to a set of registry keys?
