Error 1402 Setup cannot open the registry key

I have started to receive the following message when I
try to open Office Outlook. If I reboot the computer the
problem disappears:

Microsoft Office Standard Edition
Error 1402 Setup cannot open the registry key
HKEY_CURRENT_USER\Software\Microsoft\Office11.0\Common.
