ERROR 0x800A138F

I cant update XP home. I keep getting ERROR 0x800A138F. I
tried all the recomended fixes with the windows update
trouble shooter.
 
Verify that your computer's date and time are accurate and that the Internet
Explorer language option is not empty.

1. Click "Tools" and then choose "Internet Options"
2. Click the "Languages" button
3. Make sure at least one language is listed in the "Language Options" dialog.
