Is there a tutorial somewhere on Environmental Variables in Windows XP?
I've googled but what few relevant things that turn up are outdated.

I need to know how/where they're set, and if there's any differences
between administrators and non-power users.

Right-click on "My Computer" --> Anvanced --> Environmental variables.

Create or modify a User or System variable. The 'path' is a System variable.

From a user's perspective, it doesn't make a difference what "rights" the user is provided
or what groups the user is a memeber of to use environmental variables.
 
There are User variables and System variables. I very much doubt that there
is any difference between administrators and non-power users. The two
default user variables are %tmp% and %temp%.
