english scripts with french WinXP

I'm creating an image using French WinXP Pro which is
being customized to reflect my company's LAN/WAN security
policies. This is being done via english scripts.

The pathing in the scrips reflect the pathing in the
French base image. All special characters are being
replicated i.e. é,à,ç etc.

The problem manifests itself when a message in French says
that the file which is requested by the script can't be
found. When I perform a manual search for the file, it
shows as being there. I then re-enter the command line
which gave me the error on it's own and the command is
accepted

Where the problem exists (I suspect)is the command
language communicating with the OS. Are there any known
issues with this? Has anyone encountered this situation?

Are these scripts saved as unicode (16-bit or UTF8) or ANSI?
XP should understand unicode text files.
