Encryption and compression radically alter the original file. The problems
of attempting to un-encrypt a file that had been compressed would be
enormous. Besides, with the cost of storage as low as it is today, why bother
with compression. There remain many reasons to encrypt a file.
 
That's not a valid or logical answer.

They are two seperate technologies and MS chooes to do one or the other on
therir file system.

But encrypting a compressed file or visa versa makes logical sence although,
depending on the data, a file may grow or shrink as determined by the method
used to compress or encrypt.
