Encryption error

When I attempt to encrypt a file, I get a message
indicating "The recovery policy configured for this system
contains invalid certificate."

Does anyone know what this refers to and how to correct it?

If the machine is joined to a domain, contact your domain administrator. If
you are the domain administrator or if your machine is not joined to a
domain, use Help. Look for the help topic entitled "Change the recovery
policy for the local computer".
