Thieves often have their own network for sharing.
You must be very naive to not be aware of even the possibility of this.
As for Africa, now your true selfishness shows brightly.
It has little to do with the the economy (U.S.A.), but it can go a long way
to help others.
Perhaps you would feel better about it if the money went straight to you
ignoring those with less than you.

See if you can find one that uses butane as a fuel. The electric ones
require a lot of power to reach the combustion point of DVDs, and also
aren't portable. But why burn them when you can accomplish the same
thing with a moderately priced paper shredder.

Sugar must be in short supply in your area though, if you can afford a new
DVD burner, but not a packet of sugar for your tea.
