enabling cookies

Lemon Pie

I am not sure what caused this to happen. When I try to
sign in to hotmail a scree comes up and says that I must
enable my cookies in order to view this page. I tried
going to "tools" and then to "internet options" I beleive
but when I put in the hotmail address it doesn't work
I've typed it in so many times and only once has it
allowed me to check my E-Mail(hotmail)therefore I gues I
must have enabled the cookies but the next time I went to
look at my hotmail it came up with the same thing saying
that I must enable my cookies.....HELP
