If it's XP Professional or Media Center Edition you can view
the Security tab by disabling Simple File Sharing in Control
Panel -> Folder Options -> View tab -> uncheck Use Simple File
Sharing. If it's XP Home you will need to boot into Safe Mode
to gain access to the Security tab.

Here's a possible workaround for XP Home. I've never had the
need to use it so I can't vouch for its effectiveness.

There are 2 primary possibilities for this situation.

1) Simple File Sharing is enabled. In Windows Explorer, click on Tools, select Folder Options. On the View tab, scroll down to the bottom and see if "Use simple file sharing..." is checked.

2) The drive is not formatted as NTFS. To check that, in Windows Explorer right click on the drive and select Properties. On the General tab, near the top, you will see "File system:" followed by the file system type. If it says FAT32, or anything other than NTFS, you will not be able to enable the Security functions.
