Enable history: there's nothing in the folder

When I open history in Windows there's nothing in it. If I go to properties there is still no size, nothing in it and it says "Read Only." How do I save stuff in history? Please contact: (e-mail address removed)
 
In IE, tools, Internet Options, input how many days you want to keep the history
pages.
Is this where you are trying to view your history?
C:\Documents and Settings\Owner\Local Settings\History
