Emergency Repair Disk

In anything below windows XP and 2003 there is a utility
where you can create a system resore floppy disk called an
emergency repair disk. does this option exist in XP and
2003? i know of the ASR backup thing, but all i want is
one floppy disk, like operating systems before. thanks to
whoever can help.
 
The Windows XP installation CD is bootable, and contains the Recovery
Console.

not a boot floppy
but with this boot cd you can access a damaged XP/2003 system

is it the same story for server 2003 also? i was trying to
make repair disks for our servers, and only one is 2003,
but it seems to be the same way. is this so?
