Your development machine: If you can't justify the expense of a new machine,
pick one you hate. You'll end up hating it anyway, so you might as well
start out doing so.
Do not use a laptop. In fact, find a machine you can't lift if at all

Find out how much RAM the motherboard can handle. Then look for a
motherboard that takes about twice that. It might *almost* be enough.
Save As... at every opportunity. Sometimes Target Designer fails to save and
when it does, it corrupts the file you were working on. If there's 10 fairly
similar ones already on your machine the stress associated with that
happening is greatly reduced.
Do not do *anything* else on the machine at the same time as running Target
Designer. Put XP Pro on your target and do everything else on there while
you're waiting for TD to do things. Everything Else.
Smoking is highly addictive. Don't start. If you have already started, quit
*before* starting work with XP embedded. Otherwise you'll find yourself
smoking and chewing nicotine gum at the same time.
It could be worse. You could be in telesales.
