Embedded Attachments

We recently upgraded to Office 2003. Since then, my boss has been having problems with his attachments in outlook. If he has it set to HTML, whenever he inserts an attachment, it is embedded in the text of the message wherever his cursor is rather than on an "Attachments" line in the header.
How can we change this?

Simple - have him set his email to either RTF or Plain Text.

No, it's inserted int he body for Rich Text and in the "Attachments" line
for HTML and Plain Text. That can't be changed.
