Embed pictures instead of attachments

I used to use Outlook 2000 and when I sent an HTML page, it would "embed" or
"include" the graphics so that theywould not appear as attachments to the
recipient.
I remember clicking in a check mark somewhere to get that feature. Now I
have upgraded to Outlook 2003 and I can't find the switch to turn that on.
Can anyone help me?

I believe you need to use Word as your email editor and HTML as your mail
format in order to embed pictures, but never having done so, I could be
wrong.
