Emailing pictures in Outlook

How do you send picture attachments in email to be viewable right after the
body of the text? So the recipient does not have to open the attached file
also to view
 
Set message format to HTML and use the menu option Insert > Picture

ps - Outlook wasn't designed like Outlook Express to do inline viewing of
attachments
