When I try to email a web page as a page or as a link in Vista those options
a grayed out (not offered). Is there something that has to be reset to do
this?

You can email the page from within Internet Explorer.

Sorry. I didn't finish.

You can send the page from within Internet Explorer. Go to File | Send |
Page By Email

If you don't have the Menu bar turned on, right click in the area under the
address bar and put a check in "Menu Bar".

Thanks for your response Richard. The problem I encounter is that the menu
options for emailing the page are colored light gray i.e. unavailable.
Clicking them causes no action. It's as though Vista is configured to not
allow this action.

Control Panel | Programs | Default Programs | Set your default programs
Make sure Windows Mail is the default mail program.

Please post by responding to and quoting that suggested solution.
Otherwise we have no way of knowing which suggested solution you tried.

Here is what I did:
1. internet options
2. programs tab
3. set programs
4. select set your default programs
5. selected Windows Mail
6. set this program as default.

Still I am unable to email a webpage or link from Internet Explorer.
Please help!

Start | Default Programs
Make sure Windows Mail has all its defaults.

That procedure sets Windows Mail as your default email program,
but it does not assign all possible protocols to Windows Mail.
Open the Default Programs applet, which you can access either from
the Start menu or via the Control Panel, then click the first item:
"Set your default programs."
After a few seconds, a list of programs comes up. Click on Windows
Mail. If it doesn't respond with "This program has all its defaults"
then fix it by clicking on the option indicated by the first green arrow.

What exactly have you tried so far?
Please quote the message you are responding to.

Try this: Open Default Programs, click on "Associate..."
After the next screen loads, scroll all the way down until you
see "Protocols". Make sure the MailTo Protocol is assigned to
Windows Mail.
