email transfers

I have a new computer and would like to transfer my
emails from my old computer. The old one does not have
internet access now. It also does not have a CD writer.
I saved to a several floppies and then used another
computer to write to a CD since the new computer does not
have a floppy drive. When I try to load the emails into
Outlook Express I get the message that the file is in use
by another application even when nothing else is opened.
These have a dbx extension.
I found them in windows>applications>identities>

You can't just "load the emails into Outlook Express":

Copy the DBX files from the CD to the hard-drive of the new machine (I
suggest a folder created for this purpose on Desktop, for convenience).
Remove the Read Only attribute they will have by default and then OE
File>Import>OE6 (even if they're from an OE5 machine)>Store directory>....

Folders.dbx *must* be in the backup set for this to work.
