Email Template

Is it possible to create an email template. For example, I can create a "standard letter" in Word and save it as .dot and then open it and edit it etc. But I can't find a way of doing it in Outlook whereby when I want to create a new email message, I get a template instead of a blank page. I realise I can use Word to create email, and I've tried creating an email template in Word, but it is treated as a Word document proper instead of an email message.
 
Depending on what version of Outlook you are using the
process can be different. But the extension .oft
represents Outlook templates.
