Email rules

I have a user that checks approx. 20 email accounts. I
have rules set up to move the emails to a separate user
folder. When an email is sent that has several of these
account in the To: or cc: the emails are moved to the
folders but are copied by the number of users sent To: or
cc:. Thus if a email is sent To: or cc: to 10 of these
accounts we get 10 copies of the email in each folder.
Is there a way to correct this or a better way to set
this up.

In Outlook 2003 move rules received "through the specified account" to
a folder. Then it is the mailbox being logged into which determines
where there messages are routed, not the smtp address in the header.
