Email received as eml

Using Outlook 2003 for email. Can no longer open my .eml messages. Receive
alert "The form required to view this message cannot be displayed. Contact
your Administrator."
I previously had Outlook 1997 on my HD and removed it. Now I can't open .eml
attachments where I could before.
Any thoughts?
Have changed my file types from Outlook Express to Outlook to no benefit.
Get the same alert.
 
Outlook Express, not Outlook, should be set as the default program for ..eml files. Outlook has nothing to do with them.

I use Outlook now. I had Outlook Express as the app for .eml for file type.
Still didn't work and still received the same alert "The form required....".
I was previously able to open these emails using Outlook when I had Office
1997 installed. When I deleted the program, I evidently deleted something
that allowed this to happen. Or do I need to go back to using Outlook Express
as my email program? Baffling for me. Thanks.

Only Outlook Express (or, perhaps your VERY old Outlook 97, although I can't
test that) can open EML files. You must drag them into Outlook Express and
then you can export the messages that result to Outlook.
