email recall

We use Exchange 2000 and one of my users reports that when she inadvertently
sent an email to the wrong person and recalled it, it did not work. She says
that she recalled it at 7pm and on the next day, the user who received the
email came to work, turned on his computer and saw the email and responded.
Both of the individuals use Outlook 2000 and are on the company email system
within the same site. What went wrong? How can I troubleshoot?
 
Recall requires a number of things to work - including the recipients
outlook to be open - it sounds like the reason it 'failed' was because the
recipient closed outlook and turned off his computer - had he waited about 5
min to open the original message, the recall would have succeeded.
