Email notifications

We are using Exchagne 2003 and Outlook 2003.

Is there any way for Exchange 2003 to send a notification to an external
email address whenever a new message arrives in a specific user's mailbox?

I know it sounds odd, but the messages cannot be simply forwarded due to
regulatory concerns. I need to notifiy the user of a new message so that it
can be viewed with OWA over an SSL connnection.
