Email message notifier

We have just updated our systems from Outlook 2000 to 2003.

Before when new emails arrived, users would get a message notification by
means of a pop up windiws with text like "New message has arrived".

In O2003 this message is apparently only available from 7 to 30 seconds (for
God knows what reason MS decided that ??!!). Is there a way to overrule this
and have message stay on screen "forever" or at least until user
acknowledges it ?

I don't know of any way to retain it longer than 30 seconds.
 
Neither do I, it seems as the most rediciolous option :
to have a notifier warning about new messages while you were gone from
workstation, but you have to be back in 30 secs to see it ???!!%%%&&""""!!!

It's not designed to be that kind of notification. If you really want
a "long-term" notifcation create a rule that pops up a notification message;
those persist until acknowledged.
