Aditionally, check in the servers TAB in the account of the account
Properities if the check box "server requires authoristaion" (something
similar, i have it in Polish and do not know exact English name, the box is
locateted around the bottom left corner on the tab, with a line of the
"Settings" button) is checked or not. Some STMP servers (now more and more)
require it to be checked, as it makes impossible to send 'fake maile' by
somebody, who does not know the proper e-mail accout password.
Also, take the SMTP server name from the serves TAB, go to the DOS window
and try to ping it.

If you have a ping response, that means that server is 'alive'. If you see
nothing - we do not know, ICM (ping) package may be blocked for security
reason. In such a case try to ping any outside site, yahoo, alavista etc, to
see if your computer has the Internet connection alive.
Check in the Windows appriopriate host file (host.deny), if the SMTP server
in question is not on the deny host list (may be put there in the past by a
virus)
But the first probability I shown is most likely the most probable one.
