Email is Repeatedly Sent

When I attempt to send an email with an attachment it gets sent repeatedly
(sometimes 10 times) until I get a "operation timed out" error for each time
Outlook tried to send the message. The message stays in my outbox most of
the time, but other times it has shown up once or multiple times at the
intended address. I have contacted my ISP three times and they say there is
no problem on their end. I have uninstalled my Firewall/Antivirus program
and the problem still exists(Trend Micro PC-Cillin Internet Security 2005).
I have tried to use the repair errors type reinstallation of Office XP. I
have reviewed the email account settings and they are accurate. I have tried
increasing the time out setting with no success. I am desperate for a
solution to my problem. Any advice would be greatly appreciated. Thank You.
 
Set the automatic send/receive interval to a higher value. As t appears a
new automatic send/receive is initiated while the first one hasn't completed
yet.

I have my email set up to only check when I hit send/receive - it doesn't
check automatically.

After doing a search on this forum with "mail sent multiple times" I found
several people having the same problem. I have tried increasing the time out
time, disabling my antivirus, uninstalling my antivirus/firewall program
(Trend Micro Pc-cillin Internet Security). None of these work for me - I
still get the error. I have Outlook 2002 (XP) with the SP3 update.

If someone could offer any other suggestions I would really appreciate it.
