Email in HTML format

I have been trying to figure out how to send email (like in a newsletter
format) in Outlook 2002, but I cannot get it to work. I have my format set
as HTML, I paste in the HTML code, but I send it and it comes in as code.
I know I'm doing something wrong but I can't find out how to do it. I
appreciate the help. Thanks
 
Insert-> File-> select the htm-file-> press the little arrow on the Insert
button-> Insert as Text
