Email addresses

Can anyone tell me what dictates which email addresses pop up in the "TO"
and "CC" fields when you go to these fields to try to address and email,
and, for example, type the first letter of a contact?

My addresses that pop up change all the time. I used to think that this was
dictated by frequency of use or last used, but sometimes the names that I
last contacted or contact the most do not even show up in the drop down list
that is pops up when you type this contact name's first letter. Is there
anything I can do to keep this consistent?
