Email providers actually provide you with an email address. Like
Hotmail, Yahoo or your ISP.
Windows Mail is an email client, it is not an email provider.
Clients act like a mailman. They go to the post office (your email
provider) and get your mail and deliver it to your house (your computer).
If your email is from Yahoo and you live in the U.S., you won't be
able to use that address. Your ISP email, Hotmail, Gmail are all
compatible with Windows Mail.
