My machine crashed, so I restored the hard drive with a fresh Vista system,
installed Outlook 2003, then placed my outlook.pst file in the proper folder,
and now everything works great - except I cannot access my email addresses
when sending an email.
I did not install windows address book during my Vista installation, as I
felt it would be redundant. Was this my mistake, and if so, how can I take
care of this problem?

For Outlook problems, you're likely to get better help if you ask in one of
the newsgroups meant for Outlook, such as:

microsoft.public.outlook.installation

Mention which version of Outlook you are using, and that you are using
it under Vista, in case it matters.

Any chance the Contacts folder has lost it's "Show this folder as an E-mail
Address Book" checkmark in Properties?

http://support.microsoft.com/kb/197577/en-us
"Show this folder as an e-mail Address Book" check box is dimmed in Outlook
Contact folder properties
