I'm not sure if your problem is configuring OE, or with being a
so-called "road warrior" want to get email while traveling.
It is fully described in OE's Help file. Also, go to the web site of
your ISP and find the instructions. You will be looking for the server
names for SMTP (for sending mail) and POP3 and/or IMAP for receiving
mail. Phone your ISP for more help, if required.
You will also have to find a way to get your computer that runs OE
connected to the internet while in Thailand. That may be possible at a
friend's house, office, or internet cafe.
Alternatively, find out from your ISP how to use web access to your mail
and from any web browser (e.g. friend's house, office, or internet cafe)
use their browser and the internet to access you mail on your ISP's mail
server that provides web access.
If your ISP doesn't provide a web interface for mail, there are web
services on the internet which will go get mail for you and display in
their interface. For that you have to provide these aggregators ther
server names and ID's/passwords. I've only done this with Yahoo mail.
Hope this is useful to you. Let us know.
