Electronic Privacy Notice

All, We are wanting to incorporate an electronic privacy notice in our email
message from our company. Is there any automated way we can do this in
exchange? I'd figure we can do it as a signature, but I dont want every user
to go around and enter this in their signature. I prefer to have it add the
message automatically.
 
Thanks. Is there anything free or already built in with Exchange 2003? Is
it easier to create a template, then import that into the Outlook client, so
when they go to New --> Message, it selects that template? Can this be done,
and if so how?
