What does this process do? Do I really need it? If I do need it, how can
stop it taking 99% of my CPU for about an hour every time I boot up?

Please submit a sample of "ehRcvr.exe" to Virus Total --
http://www.virustotal.com/flash/index_en.html
The submission will then be tested against many different AV vendor's scanners.
That will give you an idea what it is and who recognizes it. In addition, unless told
otherwise, Virus Total will provide the sample to all participating vendors.

You can also submit a suspect, one at a time, via the following email URL...
mailto:[email protected]?subject=SCAN

When you get the report, please post back the exact results.

You running an application for On Air systems, like high def television? If
so, it's needed, and you should ask in a newsgroup specific to the program
as to any problems. If not, you can safely close it. Open Msconfig and see
if it starts with the computer, take out the check mark if it does. Post
back and let us know if that helps.

There is a MCE specific process called ehrecvr.exe
Whether or not the original poster is referring to that file (i.e. s/he
typoed it) or whether the file is actually named ehRcvr.exe, she'll need to
clarify.

If it isn't a typo, then do follow David Lipman's suggestion asap.
