EFS: How to disable self-signed certificate creation ?

Hi,

In an Active Directory domain I would like users to use PKI EFS
compliant certificates (well managed and recovered) instead of
self-signed certificates.

Is there any way to permanently disable self-signed certificate's
creation when no other EFS certificates exist yet on a user's PC
(W2000 or XP-Pro) on which EFS feature is enabled ?
