Effects button not responding in Windows XP display properties

video card do you have? Did the Effects button ever work? If so, what
changed between the time things worked and the time they didn't?

It can be very hard for a non-technical person to know what to include

SiS 315 video card/500 MHz P3/512 MB memory/60 GB hard drive (a third full).
Installed XP Pro SP2 and have never been able to open the effects with the
Effects button in display properties. I can make changes form other programs
like the Powertoy TweakUI or X-Setup. Tried an internet search but found no
help.

That's good and useful information. You have an elderly computer with an
old and cheap video card which wasn't very good when it was new (2001
or earlier?). If the card is still being supported download drivers for
XP for it and see if that makes a difference. Otherwise, I wouldn't
waste any more time on it and just replace the SiS card with a newer
one. You can get an inexpensive AGP video card for around $20-40(USD).
