Editing Registry files offline

Greetings,

Is there a way to modify a system's registry files when you only have the
files from the windows\config folder? I have a sysprep image that I can
modify (Altiris Imaging Tool-Rdeploy) the internal files and would prefer to
modify and replace the registry files rather than having to continue to make
a fresh image file. It seems like I've done this before when a machine
wouldn't boot, but I can't seem to find the instructions anymore.

I'm trying to modify the files when offline. ie from the files in
windows/config directory with the OS not loaded. I understand I would need
to use regedit on a different machine, but how do I load the hives from
another computer's files when that computer is offline?
