Editing file extensions in Windows XP Home

How can I change/edit file "extensions" in Windows XP Home. I am used to the "file manager" in Windows 98 but that doesn't seem to be available in XP.
 
Your question is a bit unclear. Do you want to change the extension of some
particular file, or do you want to change the program associated with some
extension?

In the first case, you need to make extensions (for those registered with
Windows) visible. With a folder open, Tools/Folder Options, select the View
tab. Uncheck "Hide Extension for Known File Types". You will then see
extension in the folder view, or Explorer. Rename them anything you want
(of course, changing extensions may break the association to a program.)

In the second case, Tools/Folder Options, select the File Types tab.
Select the extension you want to change, press the Change or Advanced
button. Make your changes.
