Regarding a paragraph numbering outline -- Is it still the best practice to
edit and modify from heading 1? This was a method that I learned when first
using Word - I am being challenged by a co-worker

You should still start with the paragraph style used for the top-level
number of your list, but note that in Word 2007 you cannot make use of the
Modify Style dialog box. Instead, you will have to place the insertion point
in the first occurrence of a top-level number (for heading numbering, this
means the first Heading 1 in the document), and then, on the Home tab, click
Multilevel List | Define New Multilevel List.

1. I think a lot of my difficulties are semantics of 2007, rather than
mechanics. I need to create outline-style numbered paragraph titles that
will appear in the TOC, but not the adjoining text. Right now, I have a TOC
showing the entire paragraph... for example, 1.1 Title of Heading. And then
the text that follows...................... 23

Should I be looking at multilevel lists? Styles?

2. I stumbled across the style inspector, but that term does not show up in
Word

3. Suggestion to Microsoft.... look at posts like these to see what the
users call these features...

Is your text typed in the same paragraph as your heading? That's why
it's picked up by the ToC -- it's in the heading paragraph.
