Edit with Frontpage

When I go to a web page in our website
http://www.myweb.com/articles/1211.aspx there is a button
on the toolbar Edit with FrontPage which is enabled.
When I go to the website and get the default page
http://www.myweb.com/ the button is disabled. Have sites
on another server and when I got the default page on of
those sites the button is enable. Can you tell what
makes the button enabled or disabled?
