East Asian scripts appear as garbage

What procedure do I need to do in order to make East Asian scripts display
correctly?

This below was Thai when it was sent...

Ps. I have no idea what it actually says because I do not read the language
so I appologise if it's offensive!!!

Look up "Thai" in Windows Help. The procedure is given there.
