When I write e-mails they now go into outbox but will not send, I can receive
OK and I have not changed any settings. My outgoing server is OK as I can use
same settings on my PC in next room. Any ideas

Click on the Outbox, then each of the messages there. If any of them
display
an error message instead of showing you a message you tried to send, move
them to the Drafts folder or delete them. If any of them refuse to do
either,
download and install this hotfix, with Windows Mail not running:

http://support.microsoft.com/default.aspx/kb/941090

Although it's labelled as for messages stuck in the Outbox, it also works
in other folders. If you don't know whether you have a 32-bit version
of Vista or a 64-bit version, try the hotfix for the 32-bit version first.
Certain common antivirus programs, such as most of those from Norton
or McAfee, tend to cause stuck messages and other problems in
Windows Mail, although seldom immediately, so if you have such a
program, remember where to find the hotfix, and hope it will install
again if you need it again. A recent version of the Trend antivirus
program also causes assorted problems in Windows Mail.

The Vista SP1 update includes this hotfix, but takes longer to install.

The hotfix and the update may or may not delete the messages causing
the problem; if not, you may then need to repeat opening all the
messages in the Outbox, and moving or deleting those that display
an error message.

If this does not fix your problem but you get error messages when
trying to send, right click on those error messages and copy the entire
error messages to your next message.
